New Regulation for Radiation Oncology Services from the Ministry of Health
December 16 2025 – Ministry of Health, Published in the Official Gazette “Radiation Oncology Services Regulation” diagnosis with, Provision of radiation oncology clinical services for diagnostic and therapeutic purposes, updated the procedures and principles regarding planning and supervision.
New Regulation, To the Ministry of Health, It covers all healthcare facilities belonging to universities and private law legal entities providing radiation oncology services and the personnel working there.. main purpose, quality of services, to ensure efficient and balanced delivery across the country.
Planning and Preliminary Permit Requirement for New Centers
According to the regulation, Opening of radiation oncology centers and adding new devices, It will be evaluated within the scope of the planning made by the Ministry and preliminary permission will be required.. These centers will only be allowed to be opened within the hospital..
Preliminary permit, If the operating permit/license is not received within two years from the date of receipt, it will be canceled..
To the Nuclear Regulatory Authority for radiation oncology services (GDR) Prior permission from the Ministry will be required before applying for authorization..
Comprehensive Device and Application Classification
Regulation, It classifies in detail the devices and applications that can be used in the centers.. These devices include::
Cobalt-based treatment devices.
Standard and Helical Linear Accelerators (LINAC).
MR-LINAC, Hybrid treatment devices such as PET-LINAC.
Stereotactic radiosurgery/radiotherapy devices.
Brachytherapy and Intraoperative Radiotherapy (IORT) devices.
Particle radiotherapy systems (Proton, carbon etc.).
Hyperthermia and kV therapy devices.
Blood irradiation devices and internal radioactive source applications.
Conventional, CT and MR simulation devices.
Personnel Standards and Responsibilities
Personnel standards have been clarified in order to ensure service quality in the centers.:
Center Manager at Centers (Radiation Oncology Specialist) will work full time.
At least one health physicist and at least two radiotherapy technicians will be assigned to the centers..
In centers opened by radiation oncology specialists who practice their profession freely, At least 51% of the shares of the center will belong to the radiation oncology specialist..
It will be mandatory to appoint a Radiation Protection Officer and this person can only work in one center..
Center manager; radiation protection, radiation safety, ensuring quality standards, will be primarily responsible for personnel training and testing/calibration of devices.
Radiation Protection and Safety Principles
Regulation, prioritizes radiation safety and employee health:
NDK regulations will be taken as basis in matters regarding radiation dose limits for employees and the use of personal dosimeters will be mandatory..
Entrances and exits to controlled and supervised areas will be kept under control in accordance with NDK legislation..
Suspected pregnancy, Working conditions of pregnant or breastfeeding personnel, of the embryo, will be arranged to ensure protection of the fetus or the breast-fed child from radiation..
Audit and Sanctions
Centers, will be inspected according to the criteria specified in the Audit Inquiry and Administrative Sanction Form annexed to the new Regulation.. audit team, It will consist of at least three people, one of whom is a radiation oncologist..
In case the license granted by NDK is canceled or expired, the operation of the device will be stopped., If the deficiency cannot be corrected within three months, the device will be removed from the license.. If a license cannot be obtained for all devices, the license will be canceled..
If there is a shortage of personnel required to be at the center, the activity may be suspended for up to two years., If the deficiency is not corrected at the end of this period, the license will be cancelled..
Providing services without obtaining an activity permit/license, Providing services outside the specified address or employing unauthorized personnel is strictly prohibited..
